Any advice on how to avoid all of the first contact legal issues? (Cold leads)

I’m trying to figure out how to make first contact with cold leads without running into legal issues. Obviously, it would be ideal if people reached out to you first, but let’s be honest, that doesn’t happen much. I know you can’t just text or email without permission, but I think I’ve overthought this so much that now I’m not sure what’s allowed.

Are phone calls really the only safe way to reach out initially? Or is it just that you can’t send out mass emails or texts?
